美國開國元勳有話

史直

 

“Promote, then, as an object of primary importance, institutions for the general diffusion of knowledge. In proportion as the structure of a government gives force to public opinion, it is essential that public opinion should be enlightened.”

   譯意:我們應該盡力促成一切凡有知識傳播性的社團,並將此事列為首要。政府的各機構必須努力來強化民意,同時給予民意有效的啟發,俾可達成制衡的作用。
  第一任總統(1789-1797)華盛頓於1796年,即去職的前一年(嘉慶元年)說出。

 

“It should be your care, therefore, and mine, to elevate the minds of our children and exalt their courage; to accelerate and animate their industry and activity; to excite in them an habitual contempt of meanness, abhorrence of injustice and inhumanity, and an ambition to excel in every capacity, faculty, and virtue.    譯意﹕你我共同有責來提高兒童們的心境和勇氣,促進其活力,激勵他們來擯除一切邪惡,不公平及不仁道的態度與作風。同時我們應當喚起他們的向上力。積極發展其天賦與道德心。我們既然不欲人民一體對政府奴顏婢膝,所以適當的教育應該從兒童時代開始。

  譯意﹕依法來普遍施行國民教育的理由和目的很多。我認為其最重要與合理的是:它產生了安全的保障和自由,而其保持端賴於全體人民。

Almost all governments have therefore made it a principal object of their attention, to establish and endow with proper revenues, such seminaries of learning, as might supply the succeeding age with men qualified to serve the public with honour to themselves, and to their Country.”

   譯意:古代先賢們莫不對於青年人接受良好的教育予以重視。良好的教育對於其家人與國家立下良好基礎。因此,世上的多數國家為此而立法與徵稅,俾可增設高級與專業教育。國家前途期待於青年人。凡身受高級或專業的人不但自己的身價被提高,也將是國家的榮譽。

Charles Cornwallis

  富蘭克林雖未被選為總統,但他是革命與獨立時代的唯一元老。他生於1706(康熙四十五年)。比華盛頓年長二十六歲。他首創美國郵政,救火會,巡迴圖書館,發現靜電,創賓州大學和賓州的首間醫院,他擔任賓州駐英代表。初期,他反對戰爭流血的事,曾前往英國王宮企圖說服英王喬治三世准予美國獨立而不果。他回國參與草擬獨立宣言,擔任獨立後的駐法大使前後凡十年,贏得法國朝野的愛戴。自昔迄今,美國人都會相信倘非法國的支持,獨立戰爭絕非八年即可結束,時間必定拖長。事實上,自1775年四月美國武裝平民於今波士頓(Boston)西北郊Lexington 和Concord兩地起義直到1781年九月英軍司令考恩瓦利斯(Charles Cornwallis, 1738-1805)在維州的約克城(York Town, Virginia)對華盛頓投降為止,實為六年又五個月。期間,美國宣佈獨立於費城 (1776年七月四日),經富蘭克林說服了法皇路易十六承認美國獨立(1778),並於兩年後(1780)派兵相助。獨立戰的弱點在海上運輸及港口的確保,於是法國加派海軍艦船二十四艘前來(1781),終在維州海外Chesapeake Bay與十九艘的英海軍的主力相遇。法軍卒能以眾敗寡而取勝。岸上的英軍鑒於海上的支援斷絕,乃向美國投降。
  1782年十一月,雙方簽署停戰協定於巴黎。英國承認美國獨立的協定也是在巴黎於1983年簽訂的。是年十一月,最後一批英軍自紐約市撤出。獨立戰爭到此為止滿了八年。
  美國之獨立戰得力於法國。法國的援助是富蘭克林的一功。
  華盛頓所主張的是民眾知識的啟發與普遍化。亞當斯則強調教育道德化。傑佛遜所重視的是國民教育,希望藉此安全與自由可以維持至交久。富蘭克林重視的是高級和專業教育。在他發表上述言論(1749年)的時候,美國僅有五間大學。

  富蘭克林的話喚起了全國建設大專的熱忱,除了他親自出力與促成的兩間大學外,在他1790年逝世前美國的十三州新設大學十四間,全部為十九間。

  富蘭克林親創University of Pennsylvania於費城,即“賓大”俗稱U Penn,又助創Franklin and Marshall College於賓州的Lancaster市。這是一間規模較小可容僅六千學生的大學,以文學院最為享譽。1970年代,我曾在賓州務農,由於結識一位史學教授,一度參加他的“東方史”教課,成為一名不繳學費的旁聽生。
  三十年前即1977年,美國已有四年制以上的大專約一千一百間。今日,倘將兩年制的專科也計算在內,全國有大專四千間以上。這個數字必是當年富蘭克林所想像不到的。
  一人可興邦,也可危邦。美國建國史上除了富蘭克林對興邦畢其全力以外,試問還有幾人堪與他來相比?
